Human Security Collective (HSC) actively participates in the Dutch Roundtable on Financial Access for non-profit organizations (NPOs), serving as a platform for dialogue between the banking sector and NPOs in the Netherlands. This dialogue provides input to the Dutch Central Bank for risk-based supervision of the banking sector. Co-convened by HSC, the Ministry of Finance, and the Dutch Banking Association (NVB), the Dutch Roundtable addresses challenges related to de-risking by banks and payment service providers, that have made it difficult for NPOs to access essential financial services. The roundtable brings together key stakeholders to promote financial inclusion for NPOs and ensure they can continue carrying out their important work.

Some of the practical solutions that have come out of the Roundtable include:

  • The ABN AMRO Portal for NPOs: In collaboration with HSC and others, ABN AMRO bank has developed a dedicated portal for NPOs. This platform assists NPOs in understanding their perceived risks from the bank's perspective, facilitating onboarding and transfer processes while ensuring compliance with due diligence requirements
  • Publication of Sector Baselines for NPOs: The Dutch Banking Association has issued Sector Baselines for NPOs. These guidelines aim to alleviate unnecessary and burdensome due diligence procedures imposed on civil society organizations. By standardizing these processes, NPOs can access essential banking services with greater ease.

As co-chair of the Global NPO Coalition on the Financial Action Task Force (FATF) and host of the Dutch Roundtable on Financial Access for NPOs, HSC has, over the past years, advocated strongly for a proportional, effective, and risk-based approach to customer due diligence by banks.
